The Scholarship board was inaugurated in October ,2003 by his Excellency the Governor of Delta State to handle all matters relating to students special asssistance scheme at the tertiary institutions and scholarship programmes at primary,secondary and tertiary institutions.It also assists the Federal Government in handling scholarship schemes such as commonwealth ,Bilateral Agreement Scholarship and Federal scholarship awards.
The Board is a part-time board comprising a part-time chairman and members.During Board meetings a representative of the Ministry of Education and the special Assistant to the Governor on students Affairs (SA) co-opted by the Ministry always attend such meetings.The first board was however dissolved following the announcement on dissolution

of all board of boards of Government owned companies and parastatal on Thursday 30th of June,2005 by the state Government .

Prior to its dissolution the delta state House Assembly has passed the bill to establishing the board,awaiting accent by the governor.

    Against the backdrop of the urgent need for the improvement of the quality of education at all levels and in line with the three point agenda of the Delta State Government ,the Ministry of Education shall be driven by the goals, objectives,vision and mission as follows :
     a. improvement in quality of education ,facilities infrastructure,Management of resources.
     b. implementation of projects designed to ensure undiluted focus on the quality of education and to ensure cost effective ,time sensitive goal achievement as well as utilization of resources.
     c. Creation of institutions that are physically both functional and attractive with emphasis on training of students in hands-on-skills and equip them to become productive Nigerians.
     d. Creation of enviroment for higher productivity
    e. Provision of greater access to educational opportunities to all Deltans to achieve the goals of Universal Basic Education.

    In line with vision and mission for education ,the scholarship board would continue to implement the following programmes :
      a. Students special assistance scheme for undergraduate students in the university,and colleges of education.
      b. Post Graduate Scholarship for students in Nigeria Universities
      c. Overseas undergraduate and Post Gradute Scholarships through the bilateral agreements of the Federal Government
      d. Review of the implementation of the programmes to bring education to a greater number of Delta State Origin.
