The scheme was appoved by the state Goverment in 2004 to replace the bursary scheme,which was abrogated due to gross abuse and misconduct.The scheme is awarded to bonafide students of Delta State origin undergoing courses of study in tertiary institutions - Universities , Polythecnics and colleges of Education .
     The criteria for awards are :
  i. They must be regular students undergoing courses of study at
      (a) Undergraduate level in the university .
      (b) HND level in the Polythechnic
      (c) Colleges of Education
  ii. They must be student at 200 level and above at the university and college of Education while HND (I and II) are eligible in case of polythecnics
  iii. They must have C.G.P.A of 2.20
For the academic year 2003/2004, payment of the student special assistance scheme has been completed.Of the N800,000,000.00 approved for the payment of the academic years 2004/2005 and 2005/2006 only the sum of N100,000,000.00 has been released for the payment of the first batch of year 2004/2005 leaving a balance of N700,000,000.00 to cater for the scheme.

Since the state creation ,the state government has been awarding scholarship to children of deceased civil servants who died in active service.The value of the award ranges from N12,000 for children in primary schools to N22,000 for children in post primary schools and N30,000 for children in tertiary institution.
 
 
In year 2006 the sum of N21,000,000.00 was approved for payment of students special assistance scheme for Law students of which only N11 million was utilized to execute the scheme to 340 students at the rate of N30,000.00 per student including servicing .

Scholarship for maritime and aviation students was neccessitated as result of the series of applications to His Excellency on the high cost of tuition fees and the fact that they have to attend a compulsory training in seafarers and special pilot courses outside the country.In 2007, the office was awaiting the concerned institutions(Maritime Academy Oron,Federal College of Fisheries and maritime Academy,Lagos and Nigeria College of of aviation Technology Zaria) to forward the list of Delta State students in their institution to enable the office the office commence payment.

Sequel to the termination of higher education link(HIPACT) scholarship program by the state government ,the office of the Hon. Commisioner for Special Duties(students Affirs & Scholrship schemes )deemed it neccesary to put proposl for the state government to consider rendering assistance in form of scholarship to students who intend to undergo post-gradute courses abroad.
